Contact the veterans administration. You will need his SSN, branch of service,and dates he served, where he served.

Anybody can ask anything they like, but your employer can't look at your father's medical records unless your father gives permission.
You send it to the custodian of the records you want to see.
I think you would need papers reflecting that you have custody or guardianship--or permission from the mother to see the records.

Go to vital records and request a copy of birth records. Ask to see Childs school file with birth record in it. If you are not on the birth certificate, you cannot request a copy.
