I just went to court today on a speeding ticket. The Judge told me she would reduce my fine and not assign me any points because of my good driving record. On the Court Minutes it says withheld adjudication of guilt. Which I assume means the no points and shouldn't affect your insurance rates would be my guess.
If it is VA ticketed on MD license, I am sure the points are not carried - but for the opposite, I am not sure. I heard that going to the court and pleading guilty could be helpful (record will be sent but no points).
The demerit points system is pretty much the same in every state, so you are looking at 4 points. However, you should go to court and ask the Judge to send you to a traffic school. Worst case scenario, it'll be 5 hours (may also be on line) schooling and no points after you pay all the fines. But, if you hurry up and just pay the ticket you will get the points on your record.

The violation that is enterd by the court will also be entered on your MVR for driver's license and insurance points. If you ended up pleading guilty to a lesser violation then the points in both cases will be less. Insurance companies can assess points even though there are no driver's license points assessed.
