Make sure the little pin hole in the gas cap isn't plugged. When the engine acts like it's running out of gas quickly remove the gas cap. If it runs normal then the gas cap hole is plugged.
check the battery with voltmeter without the engine running then check with it running if voltage is higher it is working
Generally 12 VDC. 24 VDC set-ups are out there, but rare. Keep in mind, though, it is very likely that the equipment manufacturer, NOT Briggs, will supply the battery, and any specs will come from them. (e.g. on a Toro mower w/ a Briggs engine, Toro supplies the battery).

it is losing its prime... i have the same problem right now and i have cleaned the carburetor, changed the gas and spark plug and changed the air filter. The only thing that i can think of is that there is something wrong with the priming bulb or the gas cap is hindering the air flow... still trying to repair....
So, if your getting gas - then it has to be spark or compression....put the 3 together and laws of science say you get a bang!
You could have a bad coil/magnetto. Or it just might need to be cleaned (sanded to get the rust off of it and the flywheel.
