Perhaps a vacuum leak, or clogged throttle body. Perhaps just a worn out engine. When you replaced your idle air control valve, did you remove the battery for at least 10 minutes? It will reset the computer, then start the car up with all the accessories on, let it idle for about 5 minutes. It should relearn how to idle. Perhaps that will help.

No , according to the Gates website ( they make timing belts etcetera ) the 1.9 liter four cylinder engine in a 1993 Ford Escort ( IS NOT AN INTERFERENCE ENGINE )

It's on top of the valve cover and has a logo of an oil can filler on it in yellow.
valve seals ,I just had my replaced it was 400 dollars with parts and labor.They let the oil drip down into the cylinder when the motor sits for a little while .
Should be at the front of the motor under the air breather on your intake.

There are 2 locations- for the 1.8L, the pcv valve is located on the valave cover; on 1.9L and 2.0L engines, the pcv valve is located on the crankcase vent, which is located on the left-hand of the ignition coil module.
The voltage regulator on all Escorts is inside the alternator. It is an integral part of the alternator and the alternator has to be replaced to fix it.
The blower motor fuse is in the passenger compartment fuse panel underneath the dash on the driver's side. The blower motor fuse is a 30 amp fuse marked BLOWER.

Not if the servo motor is seized. It will have to be replaced.
