You most likely have a bad vehicle speed sensor, it's what gives the signal to the spedo. And it is tied into your cars powertrain control system, that's why the check engine light is on.
It sounds like your speed sensor is going bad. It sends a signal to the speedometer to display the correct speed and sends a signal to the transmission on when it should shift.
When it is no longer able to keep the system charged. Starting with 2001 model, when the car is started, if you see either the battery warning or the battery along with the brakes warnings on, or intermittently flashing on, you need to have your alternator checked. Otherwise, its fine.
The Engine Immobilizer Indicator Light is supposed to flash continually when your key is removed from the ignition because it is part of the security/alarm system. The engine immobilizer is the " kill switch " that will not allow the engine to be started without your key which has a microchip in the top ( the black part of the key ). When the EII Light is flashing it indicates that that part of the alarm system is active and working. If the light does not blink when key is removed THEN it needs to be fixed.
Oil pressure is low or thereis a defective oil pressure switch. You need to pot a pressure gauge on it when it is hot.
I believe it was 1996 that the Explorers started using an electronic speedometer with a vehicle speed sensor ( VSS ) Since then the Explorers have not had a conventional speedometer cable

On a Mazda tribute, the car with a key light indicator means that the engine is started.
Replace the Distributor, i did this on my 87, and my speedo started working again.
That indicates that a malfunction has been detected

If it started flashing after the water pump, it is possible that the timing belt/chain is installed improperly.
It's the low tire pressure warning. Check your tire pressure and adjust accordingly. Then, with the key in the on position, hold the button under the handbrake until it resets itself.
