Before replacing the thermostat or any other component of the Windstar's HVAC system, be sure to check your blend door for functionality FIRST. The most common issue with heat or A/C in the late model Ford windstar is a broken blend door. A broken blend door actuator is almost as common as a broken blend door itself. Typically, the fix requires disassembling the entire dash and replacing the whole plenum box, which can be a costly repair.

The Laredo model is a single control system for the blend doors that direct air through the heater core. The dual control Limited model has more problems, but the same basic issue occurs on the Laredo also. The Limited tends to break sooner since with dual control it has two actuator motors, one for each side. The Laredo as a single motor with two doors and takes longer to break since it has two doors to withstand the forces of the motor. However, it will break just like the Limited and a 98 is about due for the failure. The Blend Door Actuator is stuck or has failed. Somewhat of a common issue.
The most common issue is the heater / climate control valve. This can usually be tested in dual mode and checking for change in air circulation.
