Your computer must not be powerful enough to run Photoshop. The program itself wouldn't crash for a tool but it would crash if your computer can't handle a specific tool or the app itself. Side note: Photoshop 9 is called CS2 and PSE could refer to Photoshop Elements or Photoshop Extended...always specify what you are talking about when you ask questions...initialisms are not helpful.
