Just yank-out the fuse for the horn until you get it fixed.

Check the fuse and horn relay.
The horn is honking because the lower bearing in your steering column and the contacts are touching when you turn the wheel. It will need to be taken apart but unfortunatly thet bearing and race is no longer available from VW. Get a good mechanic and he will find somthing that will work. Good luck
you should lock driver door with key then unlock with key , that should stop that issue.
If the horn is honking and the lights are flashing just push the panic button on the remote to stop it

Find the horn and remove the wire going to the horn/s it should have a connector you can seemly slide off however if it dont you may have to clip the wire and tape the end so it doesn't short if it goes to ground. A horn in many states is required your best cure is to fix the problem and to leave the horn alone. , EzForJesus
When the horn starts honking I reset the alarm system on my 1997 Jetta GT by disconnecting the battery cable and waiting a few monutes and then reconnecting the battery cable. You can also unlock the driver's door with the key and it should stop.
Disconnect the battery. It's probally doing it because of the weather change. We had a 1985 Toyota 4Runner back in the day and it'd beep non stop when it'd get cold at night.
