Not recommended. It would work but shorten lamp life and may cause risk of fire. However, if you just wanted to check a lamp was capable of striking it would be ok for a few minutes. I've done the opposite in the past and used a 150w lamp with a 100w ballast. Works, but not good for any of the components, including lamp.

Just did it. The resistor is behind the passenger strut in the fire wall. Remove the wire from the old resistor, pull out the old resistor (held in by clips in the device. Install the new unit and re-attache wire. The space is tight and should not take you more than 30 minutes.

Sounds like your projection lamp is about on its last legs. They do that because as they age, the quartz envelope inside changes shape and gets a bulge (usually at the bottom) and that causes the internal pressure to drop, which in turn makes it harder for the ballast to keep it lit.
On the passenger side of the vehicle, under the dash is the blower moter, there are two wires running from it, the one running to the resistor is mounted on the firewall. you remove the two screws with a star shaped screw driver, unplug the old resistor and plug in the new one...takes about 15 minutes.
