If the car has recently had work on the engine or tranny, check the mounts for proper placement of the bolts. If not, it might be an alignment problem.
It is reducing engine power because a sensor dictated a serious problem and to keep the engine from damaging itself it'll go to engine power reduced stage and it vibrates because its at a rough idle
If the check engine light is coming on it is because you have a problem with the emissions system. Have the ECU scanned to retrieve the code that has been set. This code will tell you what part is being effected and may help you diagnose the problem.

White smoke coming from the exhaust is a symptom of coolant entering the combustion chamber. This will cause the engine to miss and vibrate. More than likely your have a blown head gasket. You must STOP driving this car until this is repaired. Severe engine damage will occur if you continue to run this engine.
