Cats in the wild would normally sit on the ground, so the feel of the dirt underneath can be comforting to a cat that is insecure or unsure of its surroundings. Cats often do this when you first get them. Kittens like to play in the litter box, my own Calli managed to throw the litter around the room when she was little. It doesn't mean that your cat is unhappy or insecure or any of that, it just means that it likes the feel of sitting on dirt. If the cat is actually straining over the litter as though it's trying to go to the toilet, that's different. There are many causes, depending on what it's trying to do, such as constipation, an impaction, or a urinary problem like a urinary tract infection. You should take the cat to the vet, especially if it does this often or appears distressed.
