The primer button/assembly will have to be replaced. The part is available at Sears or just about any mower parts/sales stores - even at some auto parts stores (Plus Parts, etc). Be sure you note and remember (or draw a picture) how the fuel lines are routed to/from the primer for correct re-assembly.

Don't know that a leaking primer bulb can be repaired. Most likely, you have to replace it. You don't want to forget the routing of the fuel lines!! You might want to make a drawing of the routing before you remove the primer bulb.
The 24 valve has an electric lift pump. It does not have a primer button.
You don't. They are not difficult to replace.
Very likely your primer which causes a vacuum to pull the fuel from the tank to the carburetor has a "rubber ball" and rubber gasket that has cracked, causing it to leak gas.
depends on the engine Briggs or tech, does it have a primer bulb. but safe bet right next to the carb.
Just find something you can squirt gas into the small hole behind the button.
