Sometimes if you meet another dog and it barks, maybe you should have some training with it before you walk the dog. Go outside and train, walk your dog on a leash (not a chain, that will hurt the dog's neck) and let your dog be next to you. If an owner is walking there dog, and your dog starts barking, then turn back a couple of steps, and then turn around again and walk. This is telling the dog that there is something wrong and he/she shouldn't be causing a problem. Try this a couple of times and I guarantee your dog will stop barking.
