The best thing to do is take the dog to a vet. If the vet you went to wants the payment upfront, ask about a payment plan. If they don't offer one (which they should) go see a different vet. IF there is no possible way to pay for the vet, keep the cut clean and keep it dry. The worst thing that could happen is it would get infected, and then you would have a bigger problem. Ask a vet (even if over the phone) the best way to bandage the foot (they should tell you) and keep it bandaged. It might even be a good idea to carefully put a dab of superglue along the edge of the cut and press the two folds of pad together to seal the cut. Although, that should be a very last resort. Going to see a vet is the best option.
