fan beltif your belt came off the pullies while you were driving then most likely the pully was already like that when he put it on he probably did not damage it. it was most likely already loose and that's what would have caused the belt to fall off. try tightening the pulley or if it can not be tightend replace the part which the pulley is loose on im assuming the tensioner.

i have 97 Jeep Grand Cherokee limited and the mount plate behind Power Steering reservoir was craged and in three pcs. easy to replace and cheap part. caused pully to wobble and belt to wear out on one side.mine was serpentine belt and don't know if yours is.

What would cause a whistling sound when you turn the wheel to the right while driving?

Common problem, easy solution, three possibilities only. Either, the power steering fluid is low or one of the belts at the engine need to be replaced or the power steering pump is worn and needs to be replaced. Check to see how much fluid is in the power steering pump, if full then replace every belt on the engine, if the sound goes away then you are done, if not replace the power steering pump.
