check your relays and fuses. if they are all good, check the fan motor.
Check the temperature sensor
Check the operation of the cooling fan or fans. One should run constantly with the A/C on. If it does not, check the fuse, relay, and finally the fan itself.
Possibly a bad sensor or relay. Fan motors bad. There are a couple of quick checks. Turn on the A/C. The fans should kick on within a few seconds. You can also unplug the coolant temp sensor. As a safety precaution the fans should kick on. To check the fan motors themselves, run a positive wire to it from the battery and ground the other side. If it comes on the fan motor is fine. The problem is elsewhere.

There are four relays that run the fans. Check them. In the mean time run your defogger and that should kick on the fans.
check to make sure your radiator cooling fans are working. You can do this with the car idoling, even cold they should come on with the ac. Next check your freon level.
check the relay / check the temp sensor / try turning the fan on by turning on the AC - fan should come on when the AC compresor turns on /
Turn your Cadillac on! watch coolant gauge and if the temp is more than 225 your fans should kick on if not shut car off and check harness on fan with a circuit tester and check fuses
