You did not say what year it is are what it is, So I can't help you like I would like to.
But you need to start with the fuel pump relay and the fuse for the fuel pump. If I knew what you were working on I would tell you where that stuff is. NEUTZ.
If the fuel pump is not getting electricity then either the fuel pump fuses is blown or the fuel pump relay is defective.
Fuel pump inertia switch tripped , fuse blown for electric fuel pump , bad fuel pump relay , bad wiring connection
also why is it if you use starting fluid the engine will fire up i am getting fuel thru the pressure regulator but will not fire up new filter new fuel pump relay getting fuel but will not fire up getting spark as well cause using starting fluid into the throttle body the car fires up so why wont it fire up if it's getting spark and fuel is it maybe not enough fuel can the fuel be pumping from the fuel pressure regulator but not be correct amount or correct pressure can the the fuel pressure regulator still be faulty even if fuel is coming thru it
Check to make sure that the pump is getting power to the Neon fuel pump. Check the pump relay, and the pump fuses.
that's a very general ?, but pcm, fuel pump, fuel filter, do u have a chip in ur key?, How do u know ur not getting fuel?
It would be a fuel problem if you are getting spark and that spark is at the right time. The fuel pump is the usual culprit. There is also the fuel pump inertial cut off switch that can be activated and stops fuel flow..
You aren't supposed to smoke the fuel pump
if this is an electric pump did you check fuse and relays
If you have plenty of crank, but, no, fire, then your problem is in the fuel system. Check your fuel pump by disconnecting the lower fuel line on the filter and then try starting the car. If no fuel comes out of the line, you have found your problem! Bad fuel pump!
you need to make sure that the fuel pump is getting a full 12 volts and make sure it has a fresh fuel filter

Bad fuel pump, blown fuel pump fuse, bad fuel pump relay, or clogged filter.
