It's either the switch on the steering wheel (difficult job) or the horn itself (we hope). Hook the horn up directly to a 12V dc source, (a battery, battery charger, whatever) and see if it honks. We hope that it doesn't. If it doesn't just replace the horn and should be OK. If it does work then it's in the wiring (unlikely) or the switch inside the steering wheel. You'll proably have to take it to a mechanic to fix this, since it requires special tools, especially if you have an airbag. I was a mechanic once, but I wouldn't touch one with an airbag.

Check the fuse, and all connections to the horn. If you find nothing wrong, then apply 12 volts directly to the horn. If it blows the horn is good, and the horn switch may be bad. If it does not blow, visit your local salvage yard for a used horn. dont think the fuse in the fuse panel is the only one for the horn... in the relay center under the hood there is a horn fuse as well, that was where mine was blown. good luck

I JUST had and fixed the same problem on my 2000 Jeep Cherokee. The fuse is blown, in the fuse box on the passenger side. I believe it is the 15 amp fuse #20 or #21. good luck! My guess would be the horn or horn relay or connections between the them is at fault. The click you hear would be the horn relay trying to work, that tells me the fuse and horn button is in working order. Unplug the wire at the horn and attach a test light to the wire. Operate the horn button and see if the light lights or not. If the light lights up the horn is at fault. If the light doesn't light up and you still hear the click I would replace the horn relay.
Check all the fuses.....you blew a fuse or 2 .... Do you happen to know what fuse may be causing this because i can not find a fuse for this specific thing.
It it either a blown fuse, defective horn, bad ground, or defective horn switch. Check the fuse, if it is blown, replace, if it is good, run a wire to the horn directly from the battery. If the horn blows, suspect a bad horn switch.
I have the same car and had the same problem. It is just a fuse. You may notice that your gas tank doesnt open either. The fuse box is located next to the gas pedal and there is an extra fuse inside the box. Read the manual to figure out which fuse it is but after you change it, the horn and gas tank will work fine.
the horn of my Toyota cressida dosent work and the fuse are ok.
Horn Fuse # 14 ( 20 amp) in the fuse panel on the passenger side. Be sure and check fuse. Exchange with another 20 amp fuse and try horn if horn still does not work then it is the horn relay located under the hood fuse panel.
