Your husband needs to get the sperm count recheck before you can confidently stop Birth Control. The most common time for accidental pregnancy after vasectomy is at this point -- having unprotected sex before the sperm count.

I beliive there is a method where the sperm can be taken prom the testes above the vasectomy and then you have artificial insemination. He would need to see a urologist.

Depo Provera is for pregnancy prevention. It doesn't have anything to do with the need to "clean your system out."
You can try to get pregnant at any time after stopping Depo. There is no need for a waiting period.
