First of all: Are you sure the tortoise has gone a month without food? Second, have you tried to feed it the proper diet? (Lettuce leaves, fresh green grass, cactus, etc.) Third: Is the tortoise wild caught or bred in captivity? Fourth, have you improperly treated the animal? If you have stuck it in a cage, never let it out, terrorized it, abused it, and only offered it something other than the proper greens, you definetly do not deserve to own any kind of animal and should be locked up forever. I have a tortoise we think was abused. The previous owner had him stuck in a tiny tank, and we suspect the poor tortoise was never let out to graze on grass or really sunbathe. He his diet was mainly dog food, so his shell was slightly deformed. He must've been treated very badly since he wouldn't stick his head out and if he did, he'd shy away as if we were going to beat him with a stick. For a few months, I rarely saw his head and to my knowledge, ate or drank nothing. With coaxing, care, and the help of our other pets, he poked his head out, ate, drank, and became a very happy little tortoise. Today, he loves the outdoors, snaps at fingers when eager for food, sunbathes, and loves walks, just like a regular tortoise. If your pet was in the same situation as mine, just do what I did, and let your tortoise be around other pets, (as long as they won't hurt him) set out fresh greens and water, and see what happens. Take it to a vet if something appears wrong.
