If you are around 10-15 year old this is normal. if you are 16 and you still cant pull back your foreskin you should visit a "docter" to get a salf that helps doing it ( im now 15 and still cant pull my foreskin back all the way.. but i can do it better now since i dit some practising this year

On every penis, the foreskin is connected to the penis by the frenulum, which is located just below the head on the underside of the penis, right were the penis head meets the shaft. If you click on the related link below, you will see a diagram showing the location of the frenulum.

You could also be describing skin bridges, which are abnormal attachments between the head of the penis and the foreskin. Skin bridges can often be treated with a corticosteroid cream such as betamethasone (available by prescription from your doctor) and gentle retraction over a period of 3 to 6 weeks.

I'm cut myself, but in answering others questions and doing a little research, it seems the frenulum, the tissue or cord on the under side that connects to the base of the glans can be too short or tight and cause a problem. I don't know if this applies to you or not. I have come across some that are too tight and simply cannot slide back completely.

That is fairly typical of young me who are just into puberty. My boys can retract their foreskins all the way long before that but many cant. The problem is imple enough to remedy. Just look up "how do you stretch your foreskin" on Wikianswers and you wil have all the info you will need.

It should go back over the head of your penis on its own when you lose your erection. If your foreskin gets stuck and you are unable to comfortably pull it down, then you need to contact a doctor to get it checked out and properly treated.

Because it isn't long enough. Everyone is different. Just as with penis size, length of the foreskin is going to vary. It's just the way you are made.
