If you have the same bulb for brake and signal, brake light power needs to be interrupted by the signal lights, The brake circuit has to go through the signal light switch so the problem could be there.
My 1991 Olds Cutlass Ciera had that problem and it was corrected by replacing the turn signal switch. Troubleshooting with the factory service manual pinpointed the problem. Paul S
Problem most likely is in the Turn Signal switch. I had same problem , replaced Turn Signal switch assembly and that fixed it.

Replace turn signal switch. Its grounding when you put turn signals on. I had the same problem and replaced it .Solved issues.
I am not sure on a ford but i had about the same problem on a GM car i had and it was the turn signal switch i replaced it and all the brake lights worked fine you might try that
to differentiate it from a brake light or running lights. Its the only one that BLINKS at a regular rate when looking at it from the back.
I have the same problem- press on the brake, no brake lights. Press on the brake and pull back on turn signal/high beams lever, brake lights turn on! Jiggle the lever, brake lights turn on, but left turn signal does not work. I have replaced the switch that is down near the brake pedal and that is not the problem. I think you may need to replace the whole turn signal/high beams/cruise control switch....or at least that's what I'm going to try.
change the bulb out for the brake light and that fixes the problem.
Usually when ones turn signal is blinking fast its telling you that a turn signal bulb (and in some cases a brake light bulb) is out. If it blinks fast when you turn on the the left signal the burnt out bulb is on that side of the vehicle (could be front or rear bulb so you'll have to check). And vice versa
usually faulty brake lights are either the brake light switch that senses when you press on the brake pedal, a connector somewhere between the brake light switch and the brake lights or the turn signal switch.
It's the turn signal switch at the steering wheel, that is the problem. Very exspensive to get replaced,and to hard for an amuture to do. If you have checked all fuses and bulbs sounds like ur turn signal switch in ur steering wheel. I had the same problem and was switch.
