You need to replace your thermostat to get your temp gauge to work. You can go to a salvage yard and get a replacement seat belt.
You can get Utah temp plates at the following sites dmv.utah.gov/registration/temporary-permits , search.dmv.org/DMV/Utah/temporary-tags I hope this helps you out on this matter.
72Room temp
It is on the driver side head of the engine.
Driver side temp blend door actuator has failed.
The sensor is a means for the driver to monitor the operating temperature of the engine .
Not 100% certain what your question is here, but let me see if I've got it right. You're operating a CMV, the registration expired (I'm assuming you used base plates from a company you were leased to previously), and you're on your way to orientation for another company. The short answer is no. Your vehicle (whether a CMV or otherwise) is required to be registered at ALL times while it is being operated on a public roadway. If you don't have your registration current, you need to obtain a temp registration.
According to my diagram, temp sensor is located on side of Driver side head towards the front of the vehicle. No need to remove the grill.
Could be the temp sending unit located on the driver's side head, between the #1 and # 3 spark plug.

assuming that you bought the car in Pennsylvania, generally you and the seller go to a notary . you with both need photo id, the seller will need to bring the title and you will have to show proof of insurance, then the notary does the hard work, you will have to pay sales tax, title and registration fees, and notary fee's, this all varies place to place. then they will print out a temp or permanent reg. card give you a license plate and a temp temp sticker or permanent plate tag, depending on he notary . you will then receive your new title in a few weeks in the mail
