If you move your mouse to the bottom of the screen and keep it there for a moment, the task bar will appear. If not, do the same for all sides of the screen. It is there on one of the sides.

I am guessing you mean it is not visible. Just drag the mouse to the bottom of the screen and it should appear.
If you are using Windows XP then right click on task bar, then unlock the task bar and drag it from one place. If you are using Linux then right click on panel and go to properties there go to general and change the oriantation
If you want to move the taskbar back to its original position, on the bottom, right click the bar and uncheck Lock the Taskbar. You can then click and drag the taskbar to the desired position.
