Some women are just built that way. Usually, women gain weight mostly around their butt and thighs. But for some women it's the opposite: their upper body gains weight while their legs stay thin.
I don't think there's any way to change it. That's just the way your body naturally is.
But you could start working out, which would at least take off the extra weight on your upper body. I would do a lot of cardio exercise (walking, running, biking, rollerblading) to get your weight down. Biking and rollerblading especially will build up your thigh muscles, which can help make your upper body look slimmer.
If you can afford it, I would also join a gym, and do a lot of lower body weight training. Specifically leg presses and glute presses. All of the leg muscle exercises. Women's muscles will not bulk up like a man's, but weight training could help to sort of transfer some of the weight you're carrying from fat in your upper body to muscle in your lower body.
Don't completely neglect your arms muscles, though. Do light weight training on your arms: just a few dozen reps of bicep curls, tricep extensions, and shoulder lifts.

Don't hide your legs. Most women wish they had skinny legs. If you're really worried then maybe consider a change of diet and try to add a few extra fats in your diet and maybe work out a bit. Wear whatever you want and don't be ashamed by your body.
