This is called the fair access policy. This policy sets a cap on those who use huge amounts of bandwidth. Some satellite internet providers will provide a free download period for those that need it. This time is usually at off peak time periods as to not interfere with other users service.

Satellite internet provides much faster download speed than traditional dialup services. Photos, music and videos can be downloaded in a fraction of the time that dialup allows. Finding a satellite internet provider may be necessary for a user that uploads or downloads a large amount of photos or videos.
