Teen drivers in the state of Virginia have an added advantage when it comes to driving. They can be placed on their parents insurance until they are an experienced driver so that in the event they are in an accident, the rates on the insurance will not rise as much. When teenagers are beginning to drive, they are not as used to the road as adults are. Sometimes teenagers drive too fast or they may talk on their cell phones while driving. There are also deaths related to teenagers in the state of Virginia driving. There is currently a program in Virginia called "Partners for Safe Teen Driving" that aids teenage drivers in how the rules of the road work. Another goal of the program is to instill in teenage drivers how important it is to be careful when driving so that the number of accidents decreases in the state. A Graduate Driving License program is in place in the state so that teenagers will get as much experience driving as possible before they are on the road by themselves. Teenagers will move forward in the levels of the license program as they get older and pass specific tests that are given by highway patrol members. If the teenager has an accident in the time frame they are in the graduated program, they will not be able to move to the next level. Not only does this keep the teenager and everyone else on the road safe, but it keeps insurance rates low all across the state. There are specific rules that the teenager must follow about when they can drive and where they can drive to based on the different levels of the program.
