Not only is the Samsung Instinct a cell phone, but it can also be used as a voice recorder to keep memos with. First is to add yourself as a contact in the phone. Once the information is setup, select Voice Mail on the main screen and click the plus icon. Choose yourself from the contact list, record the message and then click the Send button. This will send a voice mail if a phone number was selected or send a file if email was selected.
Voice memos are meant for you to be able to record voice messages and listen to them later, or send them to your contacts.
The iPod Touch does not have a microphone. Voice memos never worked.

Yes, it is called Samsung Instinct. It is $129.99 after $100 mail-in rebate, but the phone is just $129.99 total if you get it at BestBuy. It has a full touchscreen, GPS, VisualVoicemail, TV Streaming, Open Platform for Java Applications to be invented. The list goes on. You can get it with 450 minutes and unlimited everything for just $69.99/month, or unlimited minutes and everything for $99.99/month. The GPS is turn-by-turn voice-guided and with a touch of one button it will give you voice-guided directions to any of your contacts if you inserted their address. I've Samsung Instinct for 2 years, and then I got an iPhone. In my opinion, Instinct is not as good was the iPhone. The Instinct's touch screen is not as sensitive as iPhone, plus overall the phone is slow, with lots of bugs. The Internet browser is slow and it freezes up a lot and crashes. For these reasons I did not like the Instinct.
