I would have to say a local cable tv service. It is the only one that would fit the description at all. I chose it because as the only cable provider in the area (hypothetically), there would be no competition for it, thus creating a natural monopoly on all cable business in the area.

DO NOT use Charter as your cable service provider. They are horrible. Get a dish. "Unfortunately, your only cable service provider is Charter. But if I were you, I'd check out AT&T to see if Uverse is available in your area. That's the best service around." Charter is the most horrific cable service in the midwest. No wonder they are bankrupt! Use Satellite or DSL, but avoid charter at all costs!
