you have a bad turn signal flasher.
this may be a relay problem just a guest but the turn signals and the hazards carry separate ts switch on most vehicle (not all)
I would suspect the signal switch is at fault.

have the same problem with my 94 Thunderbird super-coup did some research and on my vehicle there are two flashers one for the turn signals and one for the hazards i would assume that the flasher for the hazards has gone out not sure if your vehicle has the same type of setup
If the turn signals and emergency signals don't workout sounds like an electrical problem's would suggest that you take it into the closest shop to get the problem diagnosed properly.
We need more information. Never work? Come on and not blink? Do the 4way flashers work?

Sounds like a relay, which should be near or in the fuse box.
The year, make and model would help but, check the fuses, the bulbs, the flasher relays and last but not least, the switch.
I am not sure about the 2000 model Camaro's but I would suggest you check the flasher under the dash normally when its operating you will hear a clicking sound coming from it. On most models you can find this flasher under the dash on or near the fuse panel. , EzForJesus
