Turn signals dont work but hazards do Why Its a 1983 Civic with only 57000 miles. Yes only 57K. So does anyone know why such a low mileage vehicle would have this problem?

Well - it could be the turn signal unit in the steering column - if its a high mileage vehicle it may just be worn out. you have to remove the steering wheel and replace the unit - the part on a GMC is about $30 +/-. This may fix the problem.
Why would turn signals not work but hazards do after 2 new TS switches and all new fuses and now headlights won't work on low beam?
this may be a relay problem just a guest but the turn signals and the hazards carry separate ts switch on most vehicle (not all)

have the same problem with my 94 Thunderbird super-coup did some research and on my vehicle there are two flashers one for the turn signals and one for the hazards i would assume that the flasher for the hazards has gone out not sure if your vehicle has the same type of setup

It could be your flasher unit. It is easy and cheap to replace. Depending on your vehicle it could be under the dash or on the fuse panel.
