From previous experience with other GM cars, I would check the ground connections in the wiring harness and at the bulb connections to see if maybe there is a corroded or loose connection. 1 loose connection in the entire circuit could cause this problem, and it can be difficult to trace.
The 1982 Chevrolet Camaro flasher unit can be found behind the drivers side dashboard. The flasher unit will be near the back of the tachometer.

yes it has both and I'm not sure where the flasher is located but it's probably up under the dash on that car near the steering column.
