This sounds like you may just have a bad thermostat. A stuck open thermostat causes the engine coolant to not reach operating temperature- thus the temp gauge will not move and looks like it is bad. Since the computer sees the fact that the engine has been running for a period of time, and the temp is not where it should be, it turns on the radiator fans as a default to prevent overheating- since it does not know what the coolant temp is.
