I don't know if it's standard on all of them, or if it's just available in Canada. But I am living in Calgary, and own a 1990 Ford F150. And mine has daytime running lights.

You can just unplug the Daytime Running Light Module, sounds like yours is faulty, and all other functions will work the same, except you will lose the high-beam indicator and the E-brake indicator lamps on your instrument panel, as they work through this module. It is located on the driver side just behind the front bumper, in a void between the front bumper and the front fender well. Headlights should continue working, High and Low.
