This question is too vague.
Regardless, if you're asking about not getting AC when it is turned on and you know the AC unit is good - or not getting heat when you know that system is functional - then your likely talking about a "bypass" box (transfer box? I can't recall the real name) which has a big flap in it that turns one way for normal air flow and the other way for AC air flow.
Servicing this box requires removing the entire dash panel to get at it. Labor intensive and expensive at a dealership - less at your local trusted shop. Likely they'll need to replace that box (the flap is usually brocken and it appears they don't just replace the flap). This could run about $1200 at a dealership if my memory is correct.
However, you need to be sure this is the problem - a physical malfunction. Diagnosing the computer might be a first step - about $200 at the dealership, less (or free) at your local trusted shop.

The heater would not be working on a 1990 Dodge Grand Caravan if the heater core is damaged or blocked. Hot coolant from the engine must flow through the core to allow hot air to pass into the cabin.

Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. For the 3.3 & 3.8L, it is on the pass-side before the crank-shaft.You can access it from above.Remove tension from the belt.Use a 10mm short socket to remove bolts from pulley .remove bolts attaching pump to block.Replace as directed.Pretty simple fix.GL
