A heated seat switch is what controls the heat settings of the seat. Each seat has its own switch that controls the heating elements and can be mounted on the door panel or the seat.
It's a self diagnostic feature of the heated seat system. If the switch high and low indicator lamps are both flashing indicates the heated seat element is shorted. If the switch high lamp is flashing and the low is off then the heated seat element is open. This diagnostic feature only lasts for about 1 minute, that's why it goes out.
If equipped, there will be a switch on the dash or the side of the seat.

The passenger seat heater should have a rocker either on the side of the seat or under the right edge of the seat. off, low, and high. If it is a R1200C, Corbin made a heated seat for this and there is a simple on off switch.
