If the damage is on the outside of the lens and you have never noticed any condensation or wettness inside the headlight this is an easy fix. The 97 Dodge stratus should have plastic headlights if it does then you can get them retored or restore them yourself pretty easily by just going to headlightsolution.net they specialize in restoring plastic headlights, I owned a 2001 dodge intrepid with horrible yellow headlights i tried this company now they look brand new and i can see at night once again. Good luck.
I doubt it as the headlights are sealed and most don't come apart.
it's a bad headlight, the seal is broken on the lens.

You don't have to remove them to clean them. I detail cars at local dealers and I use a product called CrystaLenz (check out their website www.crystalenz.com ) this cleaner works really well and it's easy to use. remove the two torx bolts on the top, then the whole thing wiggles out. i did mine with 600 grit paper, then 1000, then 2000, then finish with SCRATCH-OUT.
Sounds like a battery problem. Check the battery. Clean and tighten the battery terminals and cable ends.
To change the valve cover gasket on a 2002 Dodge Stratus, first ensure the engine is cool and disconnect the negative battery cable. Remove the valve cover bolts and gently lift the valve cover off, taking care not to damage any surrounding components. Clean the surface where the gasket sits, place the new gasket on the valve cover, and reattach it with the bolts, ensuring they are tightened to the manufacturer's specifications. Finally, reconnect the battery and check for any leaks after starting the engine.
Remove the reservoir and clean it throughly. Purchase a good epoxy and repair the crack. Clean the area to be repaired throughly with alcohol. Should still be under dealer's warranty.
