The instructions on how to change the ignition lock cylinder on a 1991 to 1994 Ford Explorer are posted on the very first page of this website ( Ford Explorer Q & A ) I'M NOT A MECHANIC but I would be tempted to disconnect the negative battery cable, then the positive battery cable, and wait at least two minutes for the air bag system to power down before taking anything apart (for your safety) Also, the tilt wheel lever has to be removed to completely remove the bottom cover on the steering column if needed ( at least on my 1995 it does)
Remove the retaining ring at the top of your 1991 Acura Legend ignition switch. The ignition switch cylinder will slide out. Remove the wiring harness from the end of the ignition cylinder. Reverse the process to install your new ignition switch cylinder.

I'm wondering if a locksmith is capable of rotating the ignition lock cylinder to the on/run position so the release can be depressed to remove the ignition lock cylinder, or if a locksmith can make an ignition key for the existing cylinder ? I'm also wondering what it would cost. I was charged $30.00 and taxes to come to my house and unlock my doorknob lock this year. Something to check out.
There wasn't a 1991 lhs. If the key will not turn, the cylinder Will need replaced.
Right from the 1991 Explorer , the 4.0 L OHV engine was EDIS ( electronic distributorless ignition system ) using a coil pack instead of a distributor
Try lubricating it with some graphite powder and see if that helps. Spray it directly into the key opening. You may also have a key that is worn badly and needs replacing.Ignition lock cylinder hard to turnYour probably refering to the ignition lock cylinder. The ignition switch is behind your instrument panel. If your ignition lock is hard to turn try spraying some wd40 inside the lock. If this does not work have ignition lock replaced it is worn.
remove the plastic surround. put the key in the ignition and turn to accessories . look at the end of the ignition switch cylinder for a small pin that will depress. when depressed the ignition will slide out. the new one goes in the same way . no tools needed except for the plastics part.

Ok so you have to go where the ignition switch is at on the 1991 cougar. Next, You have to take the old one out. Last, you have to put the new one in.
what side is the number one cylinder? is it the right front?
