If it is the dash switch ( to turn the headlights on), then you have to take the dash a part. If it is the switch on the column, you have to remove your ignition lock cylinder (put the key in and turn it to on, NOT start, and poke the pin in the bottom of the cylinder, then pull the cylinder out of the column). Remove the steering column cover (top and bottom). The switch is held on by 2 Torx screws. THIS SWITCH IS THE MOST COMMON CAUSE OF Ford HEADLIGHT RELATED PROBLEMS

I checked the headlight switch and that was good so I found the dimmer switch to be the problem. I jumped the wires after unplugging the dimmer switch and lights come on.
