Before you change oil and filter, add a bottle of engine wash to clean the engine, run for say 5 minutes. I take the car for a short run and then change the oil and filter. Might need several treatments, but if the lifters are just stuck this will work. Then just add your normal oil after. You can do treatments back to back.
If a lifter is stuck in the lifter bore and won't move, it has probably ruined the cam. The procedure would be to install a new cam and lifters.
Sometimes depending on why lifters are noisy. If there is a piece of dirt stuck in one or it's damaged it needs replacing

It is stuck into the small diameter neck of the evaporator core.
Check the brake light fuse.
i also have a 93 celica gt and my was doing the same thing i could start it only with my foot to the floor and the problem with mine was stuck mechanical lifters so you should take the valve cover off and check the lifters
Depending on what's actually stuck, you may have to pull the rear freeze plug and drive the cam out. Must have the lifters completely out of the way and the timing chain removed. If the cam is stuck to a cam bearing, driving out the cam will ruin the cam bearings, and you may have to cut them off from underneath.
Check fuses, and check the shifter lock switch on the brake pedal.
Could be several things depending on how hard of a knock it is. Rod bearing, stuck piston ring, cracked piston, low oil and lifters chattering, fuel injector stuck. Any knock is usually serious and almost always expensive to fix.
The Blend Door Actuator is stuck or has failed. Somewhat of a common issue.
Check the brake switch on the brake pedal, if the switch is bad or a fuse is blown, the shifter will not release.
A crown could get stuck in someones throat, which is the narrowest part of the alimentary canal. Once it gets through the throat, it can undoubtedly pass through the remainder of the alimentary canal.
