Really ain't no fixing a brake cable. Replace it with a new cable.
Fix the emergency brake

Replace the cables with new ones. There are aftermarket cables available for that car.

The cable comes from the back of one hub and is joined by a short cable from the other hub and then the original cable runs up to a threaded end with an adjuster nut on it.

If the cable aren't frozen. Adjust the rear brakes first. Then if possible, haven't looked at mine in awhile adjust the cables probably under the car
Is the brake fluid level LOW in the brake master cylinder in your engine compartment ? If the brake fluid level is LOW that will turn the brake light on in your dash
