It's a royal PITA. It requires steering wheel pulling, partial dismantling of the underdash, and careful handling of the airbag. This is one job it's better to have done at the dealer. Mine cost about $350 installed.
To replace the clock spring in a 2000 Grand Vitara, first disconnect the negative battery cable to prevent accidental airbag deployment. Remove the steering wheel by loosening the center nut, then detach any wires connected to the airbag and steering column. Carefully unbolt the old clock spring from its position, ensuring to note the wiring connections, and then install the new clock spring in reverse order. Reconnect the airbag and steering wheel, and finally reconnect the battery.

bad "clock spring" in steering wheel behind air bag
To get to the clock you must remove the black plastic piece that is around it that surrounds the computer buttons and surrounds the instrument cluster. There are some screws around the instrument cluster, the rest snaps together.
How do you set the clock on a 2000 s-type jaguar?
This is most likely the clock spring in the steering column. Chrysler had a recall on incorrectly wound clock springs. I would recommend taking it to a Chrysler dealer for confirmation.
