You have to get down under the car and unlatch it from the ground. It can be a real pain but it can be done. You need to look for where the cable leads if you aren't clear where you are looking.
Good luck. This always happens to my Lumina during the coldest week of winter when the battery dies.
To open the hood of a 1993 Lumina with a broken release cable, you can try using a flathead screwdriver to pry open the latch. First, locate the latch mechanism near the center of the grille, usually accessible through a gap. Carefully insert the screwdriver and push or pull the latch to release it. If this doesn’t work, you might need to access the hood release from inside the vehicle by removing the interior panel where the cable connects.
IF YOU REMOVE THE BATTERY YOU CAN SEE THE THE CABLE TAPE THE OLD TO THE NEW END AND PULL IT THROUGH

If the hood release cable is broken on a 1993 Dodge Caravan, you can try accessing the hood latch directly. Use a flathead screwdriver to carefully pry open the latch mechanism located at the front of the vehicle. Alternatively, you can remove the grille or reach through the engine compartment, if possible, to manually pull the latch. If these methods don't work, you may need to seek professional assistance or replace the broken cable.
