I read on a forum where a guy just used a little screwdriver to open the lock mechanism, and then just lifted the gate open. It just might work.
When I bought my 1998 Pontiac it came with a kit that had the hoses. On left side of van by the lift gate is a panel cover. Take it off & insert the hose. The compressor should work. At least that's how mine works.
To fix a 1999 Ford Explorer with a rear lift gate that will not open, first check to make sure the lock is not damaged or broken. Then, access the inside of the lift gate by entering the vehicle. The lift gate won't work if the glass is open. Sometimes it is open but not obviously so ... I would suggest opening the glass, slamming it shut ... then try the lift gate again.

I was able to get my lift open by sticking a long, skinny, flathead screwdriver up between the latch and the body. Once it was in I slid the locking mechanism to the right. I got the gate open and was able to get the panel off and temporarily repair the latch.
remove the trim from the interior of the lift gate. There is access to the connecting rods that will release the catch from the Nader bolts.
