I'm pretty sure the dealership has to program the fobs. I programmed my key using the instructions in the owner's manual. They're really simple if you follow them step-by-step, but I'm not sure if the instructions for the fob are in there.

To program a Dodge Caravan key fob, first, insert the key into the ignition and turn it from the "Off" position to "Run" three times, ending in "Run." On the fourth turn, leave it in "Run," and within 15 seconds, press the "Lock" button on the key fob. If successful, the vehicle will respond with a chime, indicating the key fob is programmed. Repeat this process for additional fobs if needed.
