You need a harmonic balancer puller, and a 1/2 in drive inpact wrench.
To remove the harmonic balancer from a 1992 Mazda 929, first disconnect the negative battery cable and remove any necessary accessories obstructing access, such as the serpentine belt. Use a harmonic balancer puller tool to carefully extract the balancer by attaching it to the balancer and tightening the center bolt until it loosens. Ensure to mark the position of the balancer for proper alignment during reinstallation. Finally, check for any retaining bolts that may need to be removed before pulling it off.
To change the harmonic balancer on a 1992 Oldsmobile Ciera, first disconnect the battery and remove the serpentine belt. Then, unbolt the harmonic balancer using a socket wrench and puller, if necessary, to detach it from the crankshaft. Clean the mounting surface, install the new balancer, and torque it to the manufacturer's specifications. Finally, reattach the serpentine belt and reconnect the battery.

Not too familiar with that engine, but never use a hammer to press it on. Go to your local Kragen, Shucks or autozone, they have a harmonic balancer installer in which you can rent. It simply screws into the center of the shaft and evenly presses the harmonic balancer onto the crankshaft.
An impact wrench is commonly used in cases like this. You can also use a chain wrench in conjunction with a socket & breaker bar.
The Balancer on that 3800 has a special puller that you use to remove it. The only difference is that the bolts for the puller have a much smaller diameter than the regular off the shelf puller. Be careful not to thread the bolts into the threaded holes too far or you could damage the crankshaft position sensor "pick up" fins on the back side of the balancer.
Its under the harmonic balancer cover. You can see the wiring on the right (front) side of the cover. Pull the harmonic balancer to replace it, make sure you line-up the teeth right in the magnetic pick-up.
If your talking the main harmonic balancer on the crankshaft, you will need a puller to remove that. I can't think of any pulleys that would allow you to pull them off by hand. Your local autoparts store will have a removal tool for more than likely around 20-25 dollars.
