If it has an air bag, don't do it yourself. Take it to someone who is trained since those things can go off and cause serious injury. If it DOESN'T have an air bag: Disconnect the battery. Remove the screws from the back of the steering wheel that hold the horn assembly down. Remove the horn switch assembly. Remove the center nut. use a steering wheel puller to pull the steering wheel off the shaft.

I would not even try this if your unsure at all. I did it to my 1990 firebird, and on most cars they are not that bad, but for the firebird you have to take apart the the steering column. unhook the battery if you have an airbag. remove the airbag, remove the steering wheel, and then there is a whole lot of stuff you have to remove to get to the turn signal swith, which is not easy to get off or put back on. And I did this at the shop with all the fancy tools and everything too, and it still was difficult.
