If it is stuck on the spindle, then you must destroy it to get it off by prying it off and use a cutting wheel to split the race and cold chisel to remove the final piece.
Be very careful not to damage the spindle or hub when removing stuck bearings or races. You could try using a 2, 3, or 4-jaw puller to remove stuck wheel bearings, or if they're stuck in the hub take the hub to a machine shop for removal. Chances are, if the bearings are so stuck that a machine shop has to remove them, you'll need new races installed at the machine shop anyways.
If you mean that the hub assembly is stuck to the steering knuckle after removing all of the bolts (usually 4), just tap the hub assembly on the sides with a hammer and it should break free. Then you need to use a puller to pull the assembly off of the driveaxle.

There is a snap ring around the regulator & you need snap ring pliers to remove it. A rubber "O" ring is used to seal the regulator on the inside of rail & it is a tight fit.
The best tactics to remove a stuck hub bearing is trying to knock it loose with a rubber mallet, the kind with lead shot in the head, you hit it enough on the sides and it should eventually loosen. if not a pry bar may help with some leverage, just try not to damage the hub assembly of course.
stuck? how is it stuck? if you have removed all (4) bolts then it should slide off.. if not push hard on the caliber to depress the cylinder making it easier to slide off
