there should be little screws that you screw out and they pop out and you twist the bulb to remove it

Added to that, and assuming that you're asking because your license plate light is out, and because the fuse is the same fuse for the tail lights, then the problem is not the fuse. It's the license plate light itself. === It should be the same fuse as the taillights.
I think for most cars, the license plate lamp is on the same fuse as the taillights, so if the taillights are working, and the license plate lamp isn't, check the globe or the wire

take off the license plate then screw the holder on with the plate.
Look above the license plate and find the bulb assembly, grasp the flat part turn it clockwise and pull it out, the bulb just pulls straight out.
Remove screws, remove light assembly, rotate bulb holder counterclockwise & pull out, replace bulb(# 194). Installation is reverse.....
