Attempt to start the engine, it will probably fire then stop, with the security lamp on. Do not turn the switch off, let it stay on till the lamp goes out, (about 10 min) then attempt to start again. Once again it will fire then stop with the security lamp on.
When you have went thru this procedure three or four times, and the new key code is learned, the engine will run.
You can take your vehicle to any Autozone and they will hook it up to the computer and tell you what your ECM has for an error code. IF the ECM or PCM on the vehicle has the problem replaced. The ECM or PCM needs to be reset. Once reset and if the light comes back on, you did not replace the correct part.
You can reset the ecm with a scan tool or by unhooking the battery.
To reset the ECM remove the battery cable (s) for a few minutes. Replace cable. ECM has been reset.
Just unhook the battery cables for 5 mins, That will reset the ECM

I don't know of a "reset button" on a Chevy Celebrity. If you are trying to clear codes on the ECM (engine computer) there are two ways to do it. The easiest way is to pull out the ECM fuse on the fuse block. The other way to clear the ECM codes is to disconnect the battery for a few minutes. Either way have the ignition key in the off position to avoid possible damage to the ECM. Hope this helps.
